The first one is complete and has the full set of straps for a child and then be used with the car seat with the seat back and then the back can be removed and used as a booster. This seat is $40.00.
The second seat is missing the straps and can be used with the car seat belts as booster seat with the seat back or just the bottom. This seat I'm selling for $20.00 due to the missing bottom strap. If you send Graco a request they will send you a new bottom strap for free.
I believe a new one retails for $170.00
